Route: Dubai GDRFA visit visa for exploring business opportunities

Correction to earlier internal messages. Earlier messages said travel would be coordinated “after the law firm issues the formal visa-support letter”. That is wrong. No law firm is issuing a visa-support letter, none was requested, and none is needed. This route requires no sponsor, no host, no support letter and no invitation letter.

Route characteristics last checked 2026-09-06 against the GDRFA service page. Requirements, durations, fees and processing times change — verify with GDRFA / AMER before relying on this.

Do this now

Next actions
  1. Establish who may file the application. Ask GDRFA — amer@gdrfad.gov.ae or +971 4 313 9999 — whether this passport may file directly, or whether a registered agent, an airline, a hotel or a UAE-resident sponsor must file. Ask GDRFA, not an agent. Everything else is wasted effort against the wrong channel — see Who files the application.
  2. Ask the carrier before anything else intermediary. Where the traveller must fly anyway, the airline is usually the shortest and most transparent route — see the airline route. A sponsor who turns out to be ineligible, or an agent who cannot produce a reference number, costs weeks; a carrier quotes a price and a lead time on the phone.
  3. Finish the MOFA Pakistan attestation on the qualifications certificate. It is the only slow step left in the chain, and nothing downstream can start until it clears. See section 1.
  4. Put one question to GDRFA in writing at amer@gdrfad.gov.ae: does this visa require an attested qualifications certificate, or proof of investment? The GDRFA service page and the u.ae government page list different documents, and that single answer decides whether the attestation chain is on the critical path at all — and therefore whether the intended start date holds.
  5. Where a second traveller is accompanying on a relative’s sponsorship, have the UAE-resident sponsor open their side now, so both applications are ready at the same time. Match the durations. The relative visit visa is issued in 30 / 60 / 90-day bands and the business visit visa in 60 / 90 / 120-day bands, so the two do not line up by default: check the band actually granted and make sure the accompanying traveller’s permission runs at least as long as the principal’s. A 30-day permission against a 60-day stay strands the principal.
  6. Book no travel until every visa in the party has actually issued. The applications succeed or fail independently of each other.

The order of operations

  1. The entry permission is obtained first, through whichever channel is open — a UAE-resident relative sponsoring, or a registered agent. Nothing downstream can be scheduled until it issues.
  2. Authority to act is granted next. A special power of attorney lets the traveller represent the company in meetings, take advice and sign engagement letters — and, through a substitution clause, lets retained counsel act instead if the traveller cannot travel. That clause is what stops a refused visa from stalling the project.
  3. Counsel then names the jurisdiction — mainland, DIFC, ADGM or free zone — and issues the document list. This is a purpose of the visit, not a prerequisite to it.
  4. Only then are corporate documents legalized and the licence applied for. See section 7 for the chain and what it costs.

Do not pay for an embassy appointment or a biometric fee on this route. There is no UAE Embassy appointment to book for a Dubai visit visa, and the biometric fee charged before an HCSC booking is non-refundable. Confirm the route applies before any money is paid.

Who to ask, and how to reach them

A Dubai visit visa is issued by GDRFA in Dubai. A UAE mission abroad holds no record of it and cannot confirm it — it is not their system. Ask GDRFA directly:

ChannelContactUse it for
GDRFA Dubai — email amer@gdrfad.gov.ae The answer in writing. Preferred, because a written reply can be put in front of an agent who later says otherwise.
GDRFA Dubai — from outside the UAE +971 4 313 9999 The line that works internationally.
GDRFA Dubai — within the UAE 800 5111 Toll-free inside the UAE only. 800-series numbers usually will not connect from abroad — use the international number instead.
GDRFA — online gdrfad.gov.ae The smart app and the application-status check. The only source that can confirm a submission itself.
UAE Embassy Islamabad +92 51 884 2222
islamabademb@mofaic.gov.ae
Telephone or email only, and only to confirm that no embassy step is required. It admits no one without a booked appointment, so an unannounced visit ends at the gate.

Jurisdiction confirmed in writing. The UAE Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) was asked which authority handles a Dubai visa and replied on 2026-09-24: for a visa for Dubai, contact the General Directorate of Residency and Foreigners Affairs — Dubai, giving the three contacts above. ICP is the federal authority and covers the other emirates; Dubai is GDRFA’s. Anyone directing a Dubai applicant to ICP, or to an ICP appointment, is sending them to the wrong authority.

GDRFA contacts as given by ICP on 2026-09-24; the Islamabad contacts were taken from secondary sources on 2026-09-23 and have not been verified against the official page. Confirm before travelling to any office.

Who files the application

Read before paying anyone

The documented route is that an applicant files with GDRFA directly, online or at an AMER centre. That is not the operated route for every nationality, and assuming it is wastes weeks. Establish the channel first.

The four channels

  1. A UAE-resident sponsor. A relative or host holding a valid UAE residence visa and Emirates ID files on the visitor’s behalf. Income thresholds apply — reported at AED 4,000 per month to sponsor a first-degree relative and AED 8,000 for second- or third-degree relatives and for friends — evidenced by salary certificate, attested labour contract, or partnership documents where the sponsor owns a business. A person themselves on a visit visa cannot sponsor. Where family sponsorship is available it is reported to improve the outcome, not merely to provide a filer.
  2. The airline carrying the traveller. Emirates and flydubai are registered sponsors and file for their own passengers, against a confirmed ticket. This is usually the best of the intermediary routes — published price, published lead time, an applicant who needs a flight anyway, and a counterparty that cannot disappear with the money. See The airline route below.
  3. A hotel. Hotels above roughly three stars will generally file for a booked guest. Ask before booking whether they file with GDRFA themselves or use an agent, and in particular whether they will file for a second guest on the same booking — many will not.
  4. A registered travel agent. Agents registered with GDRFA file on an applicant’s behalf. For some nationalities this has been the only channel open, in which case an agent’s fee is the cost of access, not an upsell. It is also the channel with the least price transparency, so take it after the two above, not before.
  5. Direct filing by the applicant. Available for many passports. Confirm it is open to this passport before relying on it — ask GDRFA, not an agent, who has an interest in the answer.

Channel availability changes without the service page changing. A published page describing direct application does not mean direct application is being accepted from every country today. Where a nationality has been through a period of restriction, the route may reopen through registered agents only, and the official page will not say so. Treat the channel as a question to be answered, not an assumption.

Which category, and what it permits

The category on the visa is not cosmetic. It decides what documents the application needs and what the holder may do on arrival.

Tourist visit visaVisit visa for exploring business opportunities
Documents Passport, photograph, ticket, proof of accommodation As for a tourist visa, plus the documents at section 1 or proof of investment — the two official sources disagree
Attestation chain Not required May be required — unresolved, ask GDRFA
Attending business meetings Permitted Permitted
Employment or paid work in the UAE Not permitted Not permitted

A tourist visa is a legitimate basis for attending meetings. What separates a business visit from disguised work is employment, not the label on the entry permit. Where the traveller takes no UAE employment and receives no UAE remuneration, and the corporate documents say so expressly, the tourist category is the correct and honest one for a short visit of this kind. Ensure the assignment documents contain that statement rather than relying on the visa category to carry it.

Category positions as understood on 2026-09-27 from carrier correspondence and official guidance. Where the purpose of a visit is anything beyond meetings, confirm the permitted activities with GDRFA before travelling.

The airline route — usually the shortest path

Where the airline files, the application attaches to a confirmed ticket. That reverses the usual order: normally no travel is booked until a visa issues, but here the ticket is the prerequisite and has to come first. The exposure is a changeable fare plus a published visa fee, which is a bounded and knowable risk — unlike money paid to an intermediary against no reference number.

The published description and the operated service can differ here too. A carrier may advertise online application and in practice accept the application only in person at its own office, and only in one visa category. Establish three things in writing before a ticket is bought: whether the filing is online or in person, which office and how far the traveller must go to reach it, and which category of visa is issued. A route that requires a day’s travel to a city office is still a good route — but only if the traveller knows before setting out.

One filing, one passenger. A carrier files for holders of its own tickets. A second traveller needs their own ticket on the same carrier and their own application; they are not added to someone else’s.

ItemReported position
30-day single entryUSD 90
60-day single entryUSD 177
Lead timeMinimum 4 international working days before arrival
RequiresConfirmed ticket on the carrier, machine-readable passport valid 6 months, photograph, proof of accommodation

Establish these seven points before any ticket is bought

  1. Does the carrier file UAE visit visas for passengers holding its ticket?
  2. Is the service open to this nationality, travelling from this country? This is the question that decides it. Get an unambiguous yes or no.
  3. What is the fee, and which durations are offered?
  4. How many working days before travel must the application be lodged?
  5. What documents are required from the applicant?
  6. Which visa category is issued, and is the application made online or in person? If in person, at which office.
  7. Is a GDRFA application reference issued, and can the applicant check it directly?

Separate the enquiry from the purchase. The traveller makes the call and obtains the answers; whoever is paying books afterwards, once the route is confirmed open. That keeps a sales desk from converting a question into a ticket, and keeps the money behind the answer.

Fares, visa fees and lead times as reported on 2026-09-26 from carrier and industry sources, not from a quotation obtained on the day. Confirm directly with the carrier before booking.

If an agent files it — verification, not trust

An applicant cannot realistically investigate an agency in another city. The answer is not to avoid agents where no other channel exists, but to verify the work rather than the firm.

No application number means no application. The GDRFA reference is checkable by the applicant on gdrfad.gov.ae, or by the GDRFA contacts above, independently of whoever filed it. An intermediary who has taken a fee and cannot produce that number within a day or two has not filed anything. A promise of guaranteed approval is the clearest single marker that the counterparty should not be used.

Channel position last checked 2026-09-23 against news and industry reporting, not against a confirmed statement from GDRFA obtained on the day. Sponsorship thresholds are reported figures. Confirm the current channel and the current thresholds with GDRFA before engaging anyone or paying any fee.

1. Attestation of qualifications certificates for UAE use

Critical path

Critical path for the business-opportunity visit visa and for company formation. Start it today if either applies.

This chain is not required for a tourist visit visa. A tourist visa is issued against a passport, a photograph, a ticket and proof of accommodation. No educational document is attested for it, and an attestation route that is closed or backlogged does not delay it. If the traveller is entering on a tourist visa to attend meetings, this section is not on the critical path and should not be treated as blocking departure. Keep the chain running for the establishment track, on its own timeline.

The stages below must be completed in this order — each depends on the one before it and cannot begin until that one is finished. School and intermediate certificates run all five stages; a degree or transcript enters at stage 2. Every certificate runs its own chain separately, and they can sit at different stages, so each document is tracked on its own row below. End to end the sequence typically takes weeks rather than days, and almost all of that time sits in stages 1–3 inside Pakistan. Everything else on this page waits on it.

Stages 4 and 5 can be done as one online application — no embassy appointment

The UAE Ministry of Foreign Affairs runs a Digital Attestation Service through the UAE Embassy in Islamabad. One application covers both the UAE Embassy Islamabad and UAE MOFA, so the last two stages of the chain below are filed together rather than one after the other.

  • Fully online. Submitted and returned digitally — there is no appointment to book and no visit to the embassy.
  • Originals are collected. A MOFA-approved service provider arranges pickup of the original documents and couriers them back.
  • Reported turnaround: 2–3 working days for most requests, against a wait of months for a conventional embassy appointment.
  • The prerequisite does not change. The document must already have cleared stage 3 — attestation by MOFA Pakistan, which itself depends on stages 1 and 2.

How it is filed

  1. Select Islamic Republic of Pakistan as the country of issuance.
  2. Complete the online application and pay.
  3. The approved service provider makes contact to schedule pickup of the original documents.
  4. The attested documents arrive by email, certified by both the UAE Embassy Islamabad and UAE MOFA; the originals are returned by courier.

There are no walk-in appointments at the UAE Embassy, Islamabad. Attendance is by prior online booking only and entry is refused without a confirmation. That is a reason to use the digital route, not a reason to pay an agent to obtain an urgent slot.

Confirm eligibility before relying on this. Two things are unverified here: whether these particular educational documents qualify for the digital track, and the fee — reported figures of AED 150 embassy plus AED 150 MOFA do not reconcile with the USD 41 per document published for ordinary processing at Islamabad. Checked 2026-09-22 against mofa.gov.ae. Until it is confirmed, the five stages below remain tracked separately — if the digital route is used, record the same completion date against stages 4 and 5.

The HCSC Appointment System — what it is, and why it is probably not this route

HCSC is the UAE Ministry of Foreign Affairs’ Happiness Customer Service Centre appointment system at visa.mofa.gov.ae, with separate applicant and sponsor portals. It is the booking system for entry-permit stamping and biometric enrolment — the employment and residence route, where a UAE sponsor has already raised an entry permit on the UAE side.

Neither step on this page goes through HCSC. The Dubai visit visa is an entry permit issued online by Dubai immigration — it is not stamped at a UAE mission abroad, so there is no appointment to book. The attestation chain does not use HCSC either; that is the digital attestation service or the embassy’s attestation counter. Do not open an HCSC application for this trip without first confirming it applies.

Why that matters before anyone starts an application

  • It asks for something not held here. The applicant portal is built around a prior entry permit; the sponsor portal requires the sponsor’s Unified Number or Establishment ID and password. Without a UAE sponsor raising a permit first, there is nothing to book against.
  • A non-refundable fee comes first. Booking a biometric slot requires the official biometric fee — reported at USD 69 — to be paid in person at a Bank Alfalah branch before a booking code is issued by SMS or email. Paying it for a route that does not apply loses the money.
  • Travel is involved. Biometric centres operate in Islamabad and Karachi only. There is none in Lahore or elsewhere.
  • No walk-ins. Only applicants holding a verified appointment code are admitted to the centre.

If it does turn out to apply, the sequence is

  1. The UAE sponsor raises the entry permit on the UAE side.
  2. Pay the biometric fee in person at Bank Alfalah.
  3. Receive the appointment code by SMS or email.
  4. Book the slot on the portal using the passport number and that code, then attend with a printed confirmation.

Verify which route applies before paying anything. Checked 2026-09-22 against the HCSC portal and secondary guidance, not against a confirmed statement obtained from the embassy on the day. Confirm with the UAE Embassy Islamabad, or with GDRFA, that the intended visa does not require an HCSC appointment before an application is opened or a fee is paid.

Stage 1 is charged per candidate; stages 2–5 are charged per document. More than one certificate, or more than one candidate, multiplies the relevant stages accordingly.

The stage 1 bank challan expires. It carries a printed payment due date — pay it before that date or the challan lapses and a replacement has to be generated, losing time at the very front of the chain. Record the due date and the payment date in the fields above.

These figures are indicative only — verify before relying on them. They were gathered on 2026-09-07 from attestation-agency and news sources, not from a confirmed official quotation obtained on the day. Fees change and the sources conflict. Confirm current amounts and timescales directly with HEC, IBCC, MOFA Pakistan (apostille.mofa.gov.pk), the UAE Embassy Islamabad, and UAE MOFA (mofa.gov.ae) before paying anything or committing to a date. The combined stage 4 + 5 digital route was checked separately on 2026-09-22 and its fee remains unconfirmed.

2. Other documents — secondary

Required for the application, but none of these is the constraint on timing. Work them in parallel with the attestation chain above.

Eligibility goes beyond the documents. The applicant must be financially solvent, or of recognised talent or high qualification, and a professional in the prospective business in their home country.

6. UAE business-establishment case

7. Legalizing home-country corporate documents for UAE use

Applies to the business-establishment track, not to the visit visa. A visit visa needs none of this. Keep the two apart — the attestation chain in section 1 is for the applicant’s own educational documents issued in their home country; this section is for a foreign company’s documents.

Do not legalize anything until the jurisdiction is chosen. The document list is set by where the entity is registered — mainland, DIFC, ADGM or a free zone — and the lists differ. Legalizing before counsel names the jurisdiction risks paying a per-document fee for the wrong set. Establishing the jurisdiction is a purpose of the preliminary visit, not a prerequisite to it.

The chain, for documents issued in the United States

  1. Notarisation. A private document — a board resolution, a power of attorney, correspondence on company letterhead — must carry a notarial certificate. A Secretary of State authenticates the notary’s commission, not the content, so without this step the document cannot enter the chain at all.
  2. Authentication. Business and corporate documents go to the Secretary of State of the issuing state. Personal and educational documents go to the US Department of State Authentication Office instead — (202) 647-4000 ext. 3. Getting this the wrong way round is a rejection.
  3. VFS Global. Since 21 August 2026 the UAE missions in the United States no longer handle attestation; it is processed by VFS Global. Fees are paid on the UAE MOFA portal before despatch, and the payment receipt travels with the documents to the same location that took the payment.
  4. Embassy and UAE MOFA. Attested digitally by both, which removes the need for any further attestation inside the UAE.

Cost and time per document

VFS Global service feeUSD 46.83USD 46.83
Total per documentUSD 591.42USD 87.67
Prior authenticationSecretary of State of the issuing stateUS Department of State
Embassy processingMinimum 5 business days, plus courier each way

One document per seal. VFS will not accept two documents combined under a single authentication seal — a resolution and an agreement cannot travel as one. Each instrument must be self-contained and pays its own fee. A corporate shareholder’s full package is commonly five or six documents: certificate of incorporation, memorandum and articles, certificate of good standing, board resolution, register of directors and shareholders, and a power of attorney. At the corporate rate that is a four-figure exercise, not a single fee. Budget accordingly, and legalize only what the registrar actually asks for.

Two things that catch people out

  • Arabic translation is a separate stage. VFS accepts English for attestation, so no translation is needed to get through the chain. A mainland registrar is reported to require the legalised documents translated into Arabic before it will accept them. DIFC and ADGM, being common-law jurisdictions, may not. Confirm with counsel — it is a downstream cost, easily missed.
  • A power of attorney does not always replace attendance. Mainland incorporation may require the shareholder or manager to appear in person for signing or attestation, and banks generally require the authorised signatory in person for account opening. Treat a power of attorney as extending reach, not as a substitute for presence.

Fees, the VFS handover and the authentication split were taken from the VFS Global attestation page on 2026-09-24. The corporate-package composition and the Arabic-translation and presence points come from law-firm and corporate-services commentary, not from a registrar’s own list. Confirm every figure and requirement with VFS Global and with UAE counsel before paying anything.
